<p>Largo was officially incorporated in 1905, and in 1913 became the first town in Florida and second in the nation to adopt a town manager form of government. The town grew rapidly through the boom times of the 1920s, but was hit hard by a freeze in the latter part of the decade.  Due to mounting debt and the Great Depression, the City of Largo was reduced to its original 1905 boundaries and became the Town of Largo.</p>
<p>When World War II veterans returned home, they quickly discovered the joys of living on Florida&#8217;s suncoast, previously only known to the local farmers and a few rich vacationers. The population boomed, growing from just 1,500 residents in 1950 to over 5300 ten years later. An unexpected freeze in 1962 dealt a serious blow to Largo&#8217;s agricultural industry, and as groves were sold off, developers were quick to move in to build homes for a growing population. By 1970, Largo&#8217;s population reached more than 22,000, and a new City of Progress was born.</p>
<p>Today, Largo is a community of more than 70,000 residents and continues to grow through voluntary annexation. Over the last 10 years, the City has developed such landmark projects as Largo Central Park and the Largo Cultural Center. Downtown redevelopment is currently underway, and a new, 93,000 square-foot library was recently opened. From the days of its pioneer roots to today, Largo remains your City of Progress.</p>

<p>The history of Clearwater Beach dates back several centuries when it was home to the Timucuan, Calusa and Apalachee tribes who lived near the clear springs that gurgled from the banks into the bay. The springs, long since gone, were located along the high bluffs upon which City Hall and downtown Clearwater are now situated. Early settlers called it Clear Water Harbor, by which it was known until 1895 when Clearwater became one word. Harbor was dropped in 1906.</p>

<p>The third smallest community in Pinellas County, Belleair Bluffs is three-quarter of a mile square bordering the Intracoastal Waterway with no frontage on the Gulf.</p>
<p>Some said it couldn&#8217;t be done &#8211; others said, &#8220;we&#8217;d never make it.&#8221; That quote from one of the city&#8217;s founders was made on March 4, 1963 when a New England type town meeting was held and the Town of Belleair Bluffs on the western shore of Pinellas County was born. Meetings of the first Town Council were held in various business offices. In 1963 and in spite of objections, the Town Council approved the purchase of a building at 115 Florence Drive for $30,000 to be used as a Town Hall. The first annual Christmas tree lighting and carol sing took place at Town Hall that same year. The first budget for fiscal year 1964-65 was approved in the amount of $46,955 and the first patrol car was purchased. In 1964 there were 785 registered voters, a fire truck was purchased for $16,995 and a volunteer fire department was established with 13 volunteers. The name of the town was changed to the City of Belleair Bluffs in those early years and the city slowly increased its municipal limits until it reached it current size of just under 3/4 of a square mile.</p>
<p>Today Belleair Bluffs is still just under 3/4 of a square mile in size and is almost completely built-out with 2200 inhabitants. The city is made up of 200 businesses &#8211; commercial and professional &#8211; as well as 540 single-family homes, 320 apartments and 650 condominium units. The community provides for its residents a wide range of living choices and a shopping capability which, while small, serves the needs of both the City and its neighboring communities being one of the primary gateways to the Gulf beaches.</p>

<p>The City of Belleair Beach is an upscale residential community; home to families with children, empty nesters, retirees, and seasonal residents, the city has a relaxed peaceful atmosphere with all the advantages of waterfront living and the charm of an old-fashioned friendly neighborhood. Belleair Beach residents are justifiably proud to have preserved one of the last strictly residential beach neighborhoods in Pinellas County.</p>
<p>Although a small community, Belleair Beach is a progressive city with big city sophistication and a hometown feel. It is located in the west center of the Tampa Bay metropolitan area. <p>The Town of Belleair, Florida is a municipality located in Pinellas County on Florida&#8217;s west coast, bordered on the north by the City of Clearwater, on the east, by the City of Largo, on the south, by the city of Belleair Bluffs, and on its west, by Clearwater Harbor and barrier islands that contain some of the best beaches in the state.</p>
<p>The town government is a council-manager form of government, consisting of a town council of five elected officials, one of whom serves as mayor, and an appointed manager. The council and mayor serve as the legislative or policy making body for the town government, approve its annual budget, and all the local laws and ordinances that define how the town operates. The day-to-day administration of the town is the responsibility of the town manager and his/her staff, who implement town policies and deliver services to the residents.</p>
<p>The Town of Belleair is a residential community of approximately 4,100 people, containing the historic Belleview Biltmore hotel, three eighteen hole golf courses, and several commercial businesses and professional offices.</p>
